Valuation property is required to obtain loans secured by real estate, to get insurance for real estate, to sell premises (buildings), to include real estate in the authorized capital of legal entities, to change property’s assignment, to attract investors to participate in projects, to calculate tax base, etc.

Premises relating to public property require valuation for privatization purposes, buyout of state property, barter contracts, and in some other cases (Article 8 of the Law "On Valuation Activities in the Russian Federation" of July 29, 1998 № 135-FZ). In these cases, all valuation reports of state property are required to undergo examination by the authorized executive authority (Federal Property Management Agency in St. Petersburg, Saint Petersburg City Property Management Committee) and must receive positive conclusion.

Process of Valuation of Real Estate:

  • Consultation of a qualified appraiser;
  • Study of existing customer’s documents;
  • Definition of purpose of valuation and kind of defined value;
  • Receipt and study of data and documents containing information about significant factors that affect the value of the valuated property;
  • Site visit for gathering require information (including photo fixation);
  • Determination of possible approaches and methods of valuation;
  • Calculation of project cost estimates in accordance with the selected approaches and methods;
  • Composing of report in accordance with the applicable legislation;
  • Obtaining positive opinion/conclusion from the Territorial Federal Property Management Agency in St. Petersburg, or Saint Petersburg City Property Management Committee (if necessary).
